There are a lot of DPC'ers who don't have a DSLR.
They would need to be creative in working the challenge, in that they would need to figure out how to shoot something around the description, instead of shooting with a 50mm lens. That could produce some interesting and creative out of the box entries.

Do all challenges need to be able to be shot by all?

Maybe this should be one of those 24 hour nutso challenges, so noone gets their feelings hurt.

The "50mm" does not necessarily have to mean that you have got to shoot using a 50mm lens. Just shoot something that could be described by, or represent 50mm. There are lots of possibilities that would work with a P&S or phone cam.
The challenge could include a special extra rule that all images shot with DSLR's have to be done with a 50mm prime or equivalent setting with a zoom. The zoom data is in the exif with any of the chip lenses, or it could be just an honor system thing. For the DSLR crowd, it would be a good exercise in using a prime, and for the non DSLR crowd, an opportunity to think creatively to meet the challenge.
The not cropped idea is good too, so people will have to look at what's going on in the whole frame when they shoot.
