It is a Phillips Head screw, yes... but for a skate it is not. Look carefully, there are hints. The hints may not be where you expect them :-)

It looks to me like the screw head is less than 3MM across, and the lathe tool marks are not as smooth as you would expect to see on a camera lens. The whole thing looks like it's less than 3 Cm in diameter, just guessing from the machine marks.
My guess is that it's an electrical connector housing, sort of similar to a BNC or a specialty type, maybe military.
It does look like some kind of interface, where one item mates to another by plug & twist, and the screw is possibly a limit or stop where they twist together, or maybe it holds an insulated contact holder part of the plug inside the housing.

Is that what's left of a big saguaro cactus?
I was going to guess that it was several taranchula nest holes, but see that's not the right part of the photo.
I'm off to bed, so carry on without me.
