Model T Ford?
The round thing in the middle is a carriage bolt that holds it on the vehicle.

Is the vehicle a vintage boat, such as an old battleship?

Once upon a time, they needed an expert in the field of building human powered air cannons to launch pumpkins, so I went to London for a week and we "bodged" one up.
