is it an arial photography mast.
raises up 90 degress in the middle, then the outriggers are strapped to it?

That's it Giles.
It goes up about 75 ft. We made it from a boat trailer, and an air cylinder antenna mast from a TV truck. It can go where a man lift or bucket truck cannot go, and it works great. The camera is controlled by wire from the ground.

We have a winner! It's a progressive-die wire drawing machine. In this case, it's actually drawing cored solder wire.
ETA: Darn, y'all are pretty quick! I thought that one might keep you guessing a bit longer.
