Personally, I think an exchange of comments between voter/commenter and photographer is always inappropriate before the challenge is over.

There I disagree, some of the more productive exchanges of opinions I had were over the challenge. But then, I don't care about the vote, more about the voters and their opinion. Good there is the anonimity option, if people feels more confortable leaving comments, but it should stay an option, I think.

I have never had an exchange while a challenge was open for voting, so I probably ought not to have weighed in. It just seems to me that no matter how well intentioned it might be, it could lead to an unfair bias. I may well be wrong.

I am not saying you are. Actually, you are probably right.
Just, if somebody leaves a comment without keeping it anonymous or putting a PS on the line of "please do not contact me over the challenge", I feel they are ok with being contacted.
On average, there are no many commenters leaving detailed criticism, so if something they said is not completely clear to me, I'll ask if they could give me more feedback. With sometimes 200 hundred + images in a challenge, I feel it's easier for them to remember their impressions if contacted earlier than 1 week or more. It's easier for me, anyway.
That way, I have received loads of interesting additional comments and even suggestions on how an image or concept could have been made more effective.
If a comment contains elaborated praise or a specific question, I feel it's fine to thank and/or provide more info.

Then, if somebody resents being contacted and decides to turn let's say a 5 into a 1, it's perfectly fine with me, but I am not sure if that ever happened. People I contacted with specific questions have most often been honest and generous with their feedback and time, I appreciate that a lot and feel like expressing that.
