I've always used the square brackets [ ... ] to decrease and increase the size of the paintbrush, eraser, ... etc.
Suddenly they don't work!?!?
WTF?
Did I toggle something off in my sleep?
Hep me ples !!!

Edit menu > Keyboard Shortcuts > Photoshop Defaults from the drop down menu.
This is on a Mac mind you, I assume it's the same. |

Another possibility is that a keyboard language other than English is selected, and is incompatible with some shortcuts.

On a lot of tools, when you select the tool sometimes you have to click off a radio button or something before the shortcuts work, I find this to be true for example when I select a healing brush tool, I need to activate it by clicking something in the top bar before my brackets work for sizing.

Found it and re-accepted the [ and ] for decrease brush size, increase brush size, but still no worky. :-(

Had similar issues awhile back. Try resetting all your prefs, close ps, reboot, relaunch. Also check your control panel keyboard settings are correct.

I seem to remember reading that tons of people suffer from the preferences file corrupting periodically, with no solution other than to replace it repeatedly.
