since i dont have a tilt shift lens, i need to apply the effect in post, but how far am i allowed to push it?

this rule has me concerned.
You May NOT: "use distortions to create new effects or radically alter objects."

i want to create an effect that is possible with with a tilt shift lens but im not sure if it creating the distortion will be legal. Will the SC be lenient since we may need to be able to apply such distortions in this challenge? I dont plan on just blurring an image top make it look miniature. i want do do something else.

By the looks of it you have a Miniature mode, From what I heard that is the tilt-shift effect.

"For photographers who want to add post-production effects to their images without the need for expensive software, the EOS 60D also features a range of new creative filters that can be applied in-camera. My interpretation would be that they don't want you applying the types if distortions that are available in things like the Apple Photo Booth, where you can distort faces in crazy ways.

I really don't think the site would disallow photos altered with selective blur effects to create the tilt shift effect for those that don't have tilt shift lenses... how many here actually own one anyway?

In advanced editing, there is NEVER any restriction on the use of "simple" blur (as opposed to radial or motion blur, which DO create new effects) as long as what is being blurred is not utterly obliterated. So applying the T/S effect in post-production is not an issue under the rules. It's always been allowed to use simple blur to de-emphasize certain parts of an image and draw the eye towards other parts.

You can follow this tutorial and be legal under Advanced rules.

I don't think his question is getting answered, but it's hard to do without him revealing his idea too fully.

Correct, I want to use a slight radial blur, nothing too drastic. I need to use a radial blur achieve the effect, its not going to be drastic, I just don't want to get dq'd for using it

You probably would; I know radial (and motion) blur have been DQ'd before.

Your best option in this type of situation is to submit a ticket describing what you want to do and your editing steps, along with a before/after example (you can composite them side-by-side in a single image) and get an "informal opinion" by one or more SC members.

However, it is likely from your description that it would not be legal -- radial or motion blur can only be used in Advanced editing to "enhance" an effect already present, not to create a new effect.
