Can the CS upgrade be applied to a Photoshop version other than 7? I have a version of Photoshop 5.5 and would like to buy CS Upgrade, but I don't know if it will work with 5.5. Can anyone advise?

Adobe's website states that the upgrade is vaild for the following:
Adobe Photoshop CS Upgrade
To install upgrade successfully, you will need a licensed version of Photoshop 7.0 or earlier on the same platform as this purchase.
So yes, it would seem that your version is eligible as long as you are not switching platforms.

I'm pretty sure you can upgrade from a pretty old (registered) version, but I can't remember how far back. It probably has to be version 4 or 5 or later though ...
Check at Adobe.com and you should be able to find that and the system requirements.

When I upgraded it said something about needing a licensed version of Photoshop 5 or newer installed.

I updated to CS from a Registered Photoshop Version 4.0. I had to call Adobe Customer Service to get the install to work, however. They ask for serial numbers, etc. then give you a passcode to permit the install to go.
