Can the Artistic Filters in CS be used in Advanced Editing?

In theory, yes they can. Be careful with them, however. If the effect of the filter is to remove elements from the image, you may get an unpleasant surprise.
You might try submitting your proposed edit to the SC via a Ticket at least a couple days prior ot the submission deadline.
