FYI
The fine print...
"To the greatest extant permitted by local law, all entries submitted and all right, title and interest thereto, including copyrights and derivative works and concepts or ideas depicted therein, become the sole property of Sponsor and Entrants shall make no claim of and expressly waive any right, title and interest including, without limitation, moral rights therein. Where such transfer is not permissible by law, the entrant grants the Sponsor a worldwide unlimited exclusive license to the entry."

Personally, if I took photos for this type of thing, I wouldn't mind giving them the photos in exchange for the return they offer. If that bothers you, then you shouldn't enter. It's a choice I guess :)

isn't this for owners of HP cams only?

Not at all. In fact the photos can be film originals as long as they are digitized and submitted as jpgs.

I know it's a personal choice to be willing to give up the copyrights to any photos. That is why I simply pointed it out without my real opinion ;) Better to go in with your eyes wide open.
I personally wouldn't want to completely give up the rights to a picture story I thought was worth entering with a serious goal to win.
I could toss one together about the life of a snow flake (as I watch the white stuff fall outside my window AGAIN...jeeez, it was 54 deg yesterday!)....but that's not worth the the time to me since it wouldnt be a serious entry. Besides, if I won, I'd end up losing $$ by paying airfare to take the 3 kids along!
Time for a game of "Guess Who" with the sick 7 yr old. Now THAT is worth the time :o) And boy does she take it seriously! lol

To those considering entering, note:

"Modified (e.g., brightness-adjusted or cropped), enhanced, or touched-up photographs will be disqualified."

So it looks like you would have to submit straight out of the camera!
