You do have to select the lens and film before you shoot Juli. After a while you learn what might work best for a scene and instinctively go to that (not quite entirely there yet myself). To help that along the app allows you to look at past images and set the camera to the same combination of lens and film as used in any of them if you want to duplicate the look.
The app doesn't allow you to work on images shot with other apps, but Sarah did come up with an app called "Swankolab" from the same developer that might create some of the same effects. I haven't tried that one yet as it hasn't been updated since April and some have report bugs using it on the newer iPhone.

There are a few other apps that allow you to upload an already taken image. Photo Illusion for Android does.

Got stuck in an hour long traffic jam due to an accident this morning, so I entertained myself by playing with FXcamera and running down my phone's battery. On the positive side, this was preferable to being the person who caused the traffic jam.

For those of you who are baffled by this image, I will explain.

This was taken at a large professional studio where Canon and a lighting company were showing their wares. I took this shot of some of the lighting equipment that was pushed aside into a corner. There is a powerful strobe light with a HUGE reflecting umbrella on the left and a large soft light box in front and to the right of it. The big strobe light was used to stop motion while a model was jumping on a mini-trampoline.
