The challenge description says: "Rusty objects can lead to engaging photographs. Your challenge is to find something rusted, and then look for ways to compose an interesting picture around it."
Your close-up of rust is how you chose to compose your picture. Composing an interesting picture around an object doesn't mean that you have to fill the frame with other things, though you can if you want. Composing the picture is how you choose to place that object in your frame. If you choose to compose it centered, filling that frame -- that's the composition.
It fits the challenge perfectly.
I've only seen the thumbnails so far, but I certainly didn't see any that didn't meet the challenge.

Ok, found one that didn't meet the challenge.
There are some truly spectacular images out there!! I was incredibly impressed!
