I need to improve my photography skills. I ALWAYS get the same scores in challenges, 5.5-6.1, occasionally lower. I've just recently taken two shots that I think are probably the best two shots I've ever taken, and they currently are at 5.6 and 5.8 in voting. What can I do. I feel like I am caught in loop, and have no enthusiasm to enter challenges anymore. Help?

Sheesh. Give yourself a break. At 13 your are coming in with the pack or better. Some ideas:

-Comment a lot, especially on the midrange votes. By making yourself figure out why it is good but not great, you will learn things that you can apply to your own photography. Be careful to be diplomatic in these comments.

-Participate in some side challenges. You can experiment and get feedback without worrying about getting slammed with low votes.

-Don't worry about scores as much. They are a measure of broad appeal only, but are not the be all and end all. There are many other indicators besides average score that tells you if you entered a really good image. Don't enter something because you think others will like it. Figure out what YOU like and improve those. Which of these entries would you rather have?

Look at my scores...They are mediocre at best...but they are improving. Keep in there and take pics. You are very talented so far and you will improve as I have. Good luck

Just relax a bit. Remember scores here aren't the end all be all of "how good am I?"
Push yourself outside your comfort zone. Shoot different subject matter, impose limits on yourself (only shooting one shutter speed, or one aperture value, or one focal distance on your lens).
Pay attention, see what works, what doesn't. Learn what you like about certain photos, and what you don't. It'll help you see what you want to do with yourself as a photographer.
