am i allowed to remove wires, toothpicks, etc with the clone tool if i stage a shot under advanced editing rules?

it says i can remove incidental power lines and such but i wasn't sure if we were allowed to remove objects to stage a shot...

I'm not quite sure why you are specifying staging it vs not, but yeah, you can take out minor elements. The key is "minor," and what that means. If it changes the average person's description of the photo, then it's not minor. General, very vague guideline, but if you're wondering, you can always submit it in advance and ask.
To give you an idea of what is and isn't minor,
there was a telephone pole and lines in the top left of this if I remember correctly, and I got it ok'd before challenge.

It is a judgement issue -- cloning out a thin suspending wire might be OK while a 1" rope might not ...

Your best bet is to submit a ticket to the SC (Help > Contact Us) with a description of what's going on and before and after versions of your proposed entry. You will get an "unofficial, informal opinion" which is pretty nonetheless reliable -- if you get a few 100% in agreement then you should be able to safely go ahead, but with split opinions you take your chances ...

i need to stage it because it would next to impossible to capture this shot live.

not to mention extremely dangerous for me and my camera depending on what perspective to decide to shoot it.

i just used thin wire to hold some objects in space. the shot looks real, once i take out the wires.

As GeneralE noted, how big were wires, specifically in relation to the suspended items?
I would venture to guess it's okay but if you're worried the submission route will always give you more peace of mind and reliability.

i made them as small as possible so i could clone them out, one is barely noticeable.

I submitted to the SC last night, so we'll see what they say. I'd expect it to be OK considering some of the editing techniques that go on.

Removing some prop wires ought to be allowed in an advanced editing theme.
