I've heard of software which can do this, but I can't remember its name. Maybe try searching in the software section of Cnet.com for "collage" or something ... |

The process is called photomontage or photomosaicing.
Read here for an example creation and the process used, this was the result, and this Perl language program was used.
Here is a project page about photomontage, was big at SIGGRAPH where I used to go (and sparingly publish:-).

Ok..here's what I created. See photo info for details.
Pretty amazing. I used 250 unique photos. However, I choose to have 2000 in this mosaic so I have many repeats. Step back from the monitor and you will see the actual photo...pretty cool.
Print came out nice also !
