Has there ever been a problem with chemical dumping in the area? - I was thinking it looked burned as well, which would also explain how the flesh was dissolved.

This was early the morning after the sign had been posted. When I was leaving the beach, a couple of people from the wildlife group were on their way down to check out the pup. I told them what had happened and let them peep my Canon. Gave them my e-mail. Haven't heard back from them.

Definitely not. This is a major public beach in an urban area of the cape.
