In PSP X2 you can use the Selection tool, choose its Selection Type as Rounded Rectangle and then select what you want to keep. THen go to menu Image > Crop to selection (or keyboard shortcut Shift+R).
Instead of cropping it you could also copy the selected part and then paste it as a new layer into another image.

I have CS4, it's not letting me do this.. When I make the selection using the round rectangle tool, it fills my image with my default color, black... I am trying to just select this shape and then crop it, but it's not letting me.. Once it's filled, the crop option is no longer there..

I followed that and I'm still left with a white background in only the corner area that has a sharp edge.. It's like it cropped off everything but then filled the outer edge of the round edge with white.. LOL... OH, this is going to be the end of me today... Keyboard, almost thrown off of the desk... (doing a breathing technique to save all the hardware).. Nothing more frustrating then trying to do something and it's just not working..

edit to note though, that tutorial got me the furthest so far... I know I'm just doing something wrong..

Here's another method, perhaps a little simpler...
- Select the rounded rectangle tool
- On the toolbar for the rounded rectangle tool, select "Paths"
- Make your crop selection; a path will appear
- Click on the "Paths" tab (right-hand tab on your Layers Palette)
- Right-click on the work path, and select "Make Selection"
- Now you can do "Image>Crop"

I worked through this on CS3, but I am pretty certain it will work on CS4 as well.

the end result depends on how you want to display the image. jpg's have 90 degree corners. with a gif, you can have transparent corners.

here's a super quick and easy way to do it.

1) duplicate the base layer.
2) select rounded corner shape tool, set the fill color to something solid that doesn't match anything on the edges you want to crop to (maybe use lime green or red)
3) draw your shape
4) pick the magic brush select tool and click on your shape
5) on the layers wincow, click your base layer
6) duplicate again
7) delete your base layer
8) delete your shape layer
9) select the crop tool and clear any presets
10) crop out your rounded-edge shape

if you don't want your corners to show, simply save as a gif

eta: *** fritz's method is probably better, and he types faster... ***

You're not really doing anything wrong, that is simply a limitation of jpgs.
In order to get a rounded, "empty" corner, you'd need a transparency, and jpgs don't support transparencies.
If you don't want white, you need to save it as something else, like a GIF, which DOES support transparency.
ETA: I was too slow, Skip beat me to it :-)
