Here's what I have:
Canon Rebel XTi (400D)
Canon 430EX Flash

I would like to be able to use the flash off-camera for cheap money, so I'm thinking wired. I found this (Canon OC-E3). Is that the right cord? Are there other options I don't know about? Sorry if you guys have answered this one a million times....I didn't find exactly what I needed in the ol' search.

How far off camera do you want b/c that is only two feet. You can try Flash Zebra, I've bought multiple items from there and they have been great for me. I think 2-3 feet is pretty short unless you are using the flash off camera for macro work, jmo.

eta, the price is much higher on the canon brand as well.

I think that is the right cord.

I've gone a slightly different route in starting to move off camera with the flash. I recently got a cheap bargain bin flash ($5) and a Wein optical slave trigger ($35). I can use one of my on-camera flashes to fire the slave, using low power and a snoot if I want to keep the one on the camera from illuminating the scene.

Added: That flash zebra cord looks reasonably priced. I've bookmarked it.

Hmmm...those flash zebra cords are certainly a good deal! $15 bucks less than the 3 foot Canon brand for a 24 footer! Are they reliable? Do I lose any capabilities?

You've got a good idea as well, there, Steve. I might end up doing something like that at some point, but for now I just want a cord for the one flash.

One thing I found about the Wein optical trigger, is that it does not work with my Canon TTL flashes. The guy at the store said it would, but it does not. One other thing is the trigger must be used with manual mode, otherwise the TTL pre-flash triggers the slave early. Makes it easy to move around, range of 150 feet (in theory), and line of sight is not needed. I had the slave sitting on the floor behind the copier to illuminate the background for this product shot.

Lon @flashzebra is great. The cables are gret quality and not an issue... have a look at the screw lock cables and they never miss like the regular pc plugs.

Having said that... You know pc cables are not eTTL right - they are just dumb triggers (fast/reliable and cheap but just dumb)? Those off camera ones from Canon DO maintain eTTL - and the official eTTL extensions are big time EXPENSIVE. I have seen someone cut one of those in half and extend it with CAT5 cable between (with the CAT5 connects to link them).... search the strobist flick group as it's out there somewhere with instructions if you need that - seems they got quite long with eTTL still functional.
