Are all the applications of the Silver Efex Pro allowed in Advance Editing? |

Not SC, but I would think so...they are mostly just adding image grain and adjusting the curves of the image. |

As long as you're not adding or significantly changing/removing features, most tools & filters are legal to use in Advanced. Going by the features of the particular tool, I can't see any problems with it being used in Advanced.

What about adding a vignette? That always confuses me - if it's allowed or not. |

Adding a vignette is allowed in Advanced. The vignette on this shot was completely added in post (and it was validated, of course):
