For the past couple of weeks I have been unable to change the ISO on my 1d Mark 111 to any setting lower than 200. I have tried everything I know and would greatly appreciate any ideas on how to get it back to normal.

Do you have highlight/tone priority enabled?

Yep, that's almost certainly the "problem." It limits the ISO to no lower than 200 so the camera has extra "headroom" to record highlight detail.

It's either HTP as suggested (C.Fn II 3) or ISO Speed Range Limiting (C.Fn I 3).
