i've found plenty of tutorials on how to make HDR pictures but they never end up looking like this

does any one know where i can find a tutorial on how to get a picture like this from one .NEF or .RAW file in photoshop CS2?

You need at least 3 photos for HDR.

this picture had to have been taken with just one pic, because it has people in it. there must be some way to proccess it.

not really 3 pictures but 3 different exposures, which technically you should be able to get from one raw file. Just process it with different setting and save them, then process for HDR.

And you can do multiply shots with people in them, Essential HDR has a masking option where you can mask out people or things that move or you don't want processed.

This image also looks like it might have some grunge effects too it too. Good luck with it, it's a cool image.

No. I sometimes split a single RAW file into different exposure levels: -4, -3, -2, -1, 0, 1, 2, 3, 4. It works very well.

That looks like either Lucis or Topaz.

I haven't done a lot with HDR yet, but it just seems easier to use one RAW image saved with 3 different brightness/contrast settings. I don't have a tripod yet, so when I try taking one shot with 3 exposures on the camera I loose sharpness from aligning all the pictures together.

Not HDR. Topaz Adjust probably, maybe Lucis Arts. That's my best guess. Y\ou can download free demo of Topaz and give it a whirl. Lucis Arts is uber-expensive, Topaz is affordable.

I gave it a try with photoshop only

It was a complete failure by comparison.
I would love to be able to produce something more polished and less garish.
