Can I use the screen layer in basic ruleset? |

No. Only adjustment layers, and only in normal mode.

It depends on your process. In PS there is an option to fade your last action. So you can blur, and then choose Edit->Fade Blur to about 20%. Thus, you have legally (without layers) created a soft blur. |

Yes, fade is allowed but it needs to be left in normal mode.
