Are double borders allowed? I rad on a thread that it wasn't but that it had recently been changed. Is this true?

I believe the ruling has pretty much disappeared - almost any kind of border is allowed - though it's not often (if ever) that a shot with a wacky border effect has won - too many people vote down on them (rightly, IMO)

Yes, you can use a double (or more) border; just remember to allow for the size of the border when cropping the photo.
