Under FAQ it states the following.
Do I need model releases?
Generally speaking, you will not need a model release for photos submitted to JPG for editorial use. But there are important exceptions to respect people's privacy rights, so if you have any doubts, get a model release or consult a lawyer.

The following took place at Lake Havasu, at a major jet ski event. Do you think I need a model release?

AFAIK, any images of an open event are not subject to the usual privacy rules.

Had this just been a random thing, it's best to obtain a release.

For editorial use -- an article about the event or water-safety -- it could be published, or ("probably") as an "art photo," for example as part of an exhibit/article on action photography.

It could not be used without a release (possibly both model and property) for something like an advertisement for crash helmets or floatation vests.

If there was an admission ticket, there may be photography restriction printed on the back.

No admission, free to the public.

I believe as a participant in a public sporting event, you do not have a right to expect privacy.

I think that GeneralIE pretty much hit the nail on the head. Especially since there was not ticket/license to set the rules.

Perhaps I just never see them, but an article in a photography mag that really spelled it out clearly, would sure be of interest to me.
