Are "Levels" and "Black & White" legal in basic editing, as long as they are use on an adjustment layer in normal mode? I want to tweak the colour values in the "Black & White" conversion tool to enhance my photograph.

Yes, both are legal in Basic on an adjustment layer, as long as:
- The layer blend mode is left at default, and no blend options are used
- No layer masks are used (the adjustments are applied to the entire image)
You may adjust the opacity of the adjustment layer(s) as you wish.

another dumb question along this line...is Layer, new layer from copy considered an adjustment layer or do you have to go in and do Layer, New adjustment layer...and then do an adjustment just like you normally would? (Yah, I suk at Photoshop and know very little...)

You must choose "New Adjustment Layer." Easy test: if you click an added layer in your layers palette, it should be blank. If it has data on it, it's not an adjustment layer.

I'm guessing copying a layer and working on it is different than an adjustment layer, because adjustment layers do not change the original image, working on a copied layer does.

You should probably stick to adjustment layers

it shows a half/half circle, the link thingy, and another square w/a white circle inside!

That's what it should show :-)

Well, the square on the right should be all white inside, at least in CS3; I don't recall whether that was true for older versions, I believe it was. that right-hand square is the layer mask, and you want to leave that all white for Basic Editing. You can change the opacity slider for that layer, but don't change the blend mode, it should stay at "default."
