I know I've been able to do this before....

But I'm making a collage in PS and created a blank background, and am dragging picture which are open in photoshop onto this background. But once they're on there, I have no way of resizing them to the size I want. I swear that I've done this before, and had the little white boxes on the corners and in the middle of the edges that I could click and drag around to change the size of the picture.

Is there an option somewhere to turn this on? I have CS3

control + t for free transform?

I have an older CS but when layer is active go to Edit Meunu/Tranform/Scale
