I'm pretty much anti-book or manual for anything these days since everything is online but I saw a book the other day in the bookstore that looked pretty good so I picked it up. It's the Photoshop Book for Digital Photographers by Scott Kelby. (Found here on amazon, looks like he's written one for Adobe Elements too.)
I really like this book so far. It's very basic but covers a lot of material. Each step is done with pictures in case you're really stupid like me. It's for Photoshop 7.0 though and it does make a difference.
Anyway, if you're looking for a book on photoshop, check this one out.

Can this book be used with psp8?

I don't really know anything about psp8 but I'm guessing no. I mean, if you knew your way around pretty well, I guess you could figure out the equivalencies in psp, but it's really intended for Photoshop and I'm guessing you could find a better one for PSP.
