I am now lost on the rules, I thought selective color was not allowed, am I totally misunderstanding the rules???

Editing Steps: Rotate, Crop, Resize, Unsharp Mask, Curves, Levels, Color Balance, Selective Color, Save for Web

Selective color is a tool that selects colors, not specific areas of the canvas, so it's legal in basic (last I heard).

The key is that selective color adjustments have to be applied to the entire image in Basic, not just a portion of it. For example, you can desaturate all of the yellows in an entire shot, but you can't apply it just to a banana in the frame.
