Hi,
I'm new to all this and just wanted to make sure I am allowed to use Photoshop CS2's Hue/Saturation tool to desaturate some of the colours across the entire image under Basic Editing, ie. I want to make the picture virtually black and white except for one colour

As long as you don't make any selections/use masks you should be OK. This Tutorial covers the "officially-approved" technique.

Using sat/hue desat. on the whole image is legal in basic...Good Luck
