at the end, he said you can save the layer style so it's pretty much already done if I wanted to use it again. But where did it save to? I can't seem to find it.

OMG. I don't know if it was here or some other site. But someone was asking how to do the effect those Gateraid comercials had with the subject sweating colored Gateraid.
I see it can be done with this technique. |

Open image in Irfanview.
Image, Effects, Raindrops.
Repeat as desired.
Easier. LOL
Actually there are a number of fairly interesting effects in Irfanview by going Image, Effects, Effects Browser (or Ctrl + E) and many have sliders to adjust the effects.
This was using the Metallic effect:
And line art using find edges, greyscale and bump contrast:
