I'm not sure of other states, but some (California and Florida) are strict about what fruit, produce, plants, and flowers you can bring in. I think some states don't care since they don't have a large industry related to those items.
In California, "we don't want your bugs and diseases in our state", is the state Dept. of Agriculture's mentality (IMO). We don't ever freeze down here, so bugs and the like survive year 'round.
