I'm not sure I understand your question. I'm thinking this may be more a matter of a concept you are trying to understand.

The pixel size does not change. It is what it is. Now, the view you see of it on the screen can change depending on the amoutn you are zoomed in. When you crop, you may then see the pixels if you have cropped in too far. Higher resolution cameras will permit for closer cropping without visible pixelation.

You can also get a pixelated appearance when you resize, depending on the choice of resampling algorith you choose. See the following examples, some of them look very blocky and others are fairly smooth, but all were resized to the same size, form the same original image.

Here is the rezize dialog showing the choices I have in Paintshop Pro (PS Elements will be similar):

Can you post an example of what you are having trouble with?

How many pixels per inch are displayed on your monitor is a function of the resolution you have set your monitor to.

How many pixels per inch are printed on your printer is a function of what resolution (DPI) you tell your printer to print it.

A pixel is a pixel. When you enlarge an image in photoshop to double the number of pixels it will double in size unless you then print it (or view it) at a double the resolution and then it will have twice the number of DPI (dots per inch) (or apparently halved the size of the pixels)

but you know the maximum width of pixels your picture can have is 720? my picture extends beyond that and i need it to be smaller so that i can enter it into contests. im using adobe photoshop elements 4.0 and where it says to resize image, it doesnt give me an option to scale it down according to pixel size like some others do. just by width and height in inches, cm, etc. alone

There is a checkbox on the resizing dialog that says "Resample" and this *must* be checked in order for you to change the pixel dimensions of the photo. I'd bet this is unchecked and that's your problem.
