Hey guys,
My cousin sent me this pic and was wonder what settings might be wrong on her camera. At first I thought it was a slow shutter problem, but it looks there are some sharp areas of the photo which would rule that out. So now I'm thinking that it might be a flash issue. Thoughts?

It is the flash setting. Tell him/her to set the flash to auto or force, others will give you a photo like this many times

The picture was taken at 1/8th of a second with flash. So the flash "froze" a portion of the image. But ambient light, at 1/8th of a second, allowed other parts of the image to blur.

Going by the EXIF, it's at least slow shutter problem as well. It was taken at 1/8. Need something faster. The blurred areas are those things that are moving...face and hands. If it's a point and shoot setting it to "Sports" mode can trick it into a faster shutter.

Ways of fixing this problem: Whenever flash becomes the "primary source of light", you need to take control of things. I generally set my camera on manual mode and dial in both the shutter and aperture settings and then let the camera take care of the flash output.
I'm not sure what all settings the Sony DSC-H1 has. But it appears that the camera was probably in an aperture priority mode of some sort (the the EXIF data is saying it is in "normal program(2)" mode. Anyway, the point is, the camera picked a very slow shutter speed when something along the lines of 1/60 to 1/125 would probably have been better.
Of course, the trouble with higher settings like that, is that the background goes dark because you're throwing away the ambient light. So that's why I recommend manual mode - then the photographer gets to decide how much ambient light to let in. (faster shutter = less ambient light, slower shutter = more ambient light)
