Quick question in regard to basic editing rules.

Is it possible to submit a B/W photograph with only a part of the photograph being in color? For example, a B/W image of a rose with only rose petals being in color.

It would depend on how you achieve that look. This might help.

Yes, but no selections can be made to achieve the result. See the tutorial on how to achieve this within the basic editing rules.

only if you can so it with out making a selection. You are allowed to selectively desaturate as long as it effects everything equally. For example you could go into a hue/saturation adjustment and de-desaturate all the channels but red and thats ok. Desaturating the whole image and erasing with a brush to bring the red back is not, even if they look the same.

I knew by the time I wrote this it would already be answered. :P
