ok would like to get some cokin filters for my standard lens (58mm filter thread) for taking landscapes, to allow more stuff to be sorted before i get into photoshop, to allow me to spend me time making my pictures good instead of correcting errors. Also i rush a bit while taking my pictures so think this will slow me down and make me think.

So my question, are colour filters applicable to a DSLR?

Out of the seemingly billion filters which ones would i be best getting to allow, long water exposures, sun rises, cold misty mornings and lakes?

For the situations you mention:

1) polarizer
2) ND filters
3) Grad ND filters

Colour filters are not really necessary but can be used. Just remember to take the camera off auto white balance.

agreed, get some dark graduated ND filters ( 6+, 8+) for sunrises/sunsets to really help make the land stand out more. The other endless options are for an oddball look mostly, fun ,but not essential

I have a bag full of cokin filters.

but with the gradual filters i have to place the filter holder very loosely on the lens, because when it goes focussing the lens might rotate a bit and then my filter is croocked :-D

I hardly ever use them though...

Using auto white balance with color filters can produce some interesting affects. I know at least one photographer here who uses that technique with great success.
