I've just been reading the ruleset... how big are 'incidental powerlines' considered to be?

as big as a piece of string is long

seriously their is no definitive answer to that. Just take guidance from the words incidental and minor imperfections if you have an inkling that they are not minor, don't do it.

Put it this way if they are obvious enough that it will make a big difference to the votes you receive then they are probably too big.

If its just the lines the it shouldnt be a problem - I know of a skyline shot that ribboned last year that had a number of cranes and such removed, and was pre-validated so I am sure for the sake of consistancy the SC wil allow it.. If in doubt contact the SC by submitting a ticket and ask them.
