This is the rub with APS-C (1.6-crop) cameras. In order to get really wide coverage, you need really short focal lengths. 16mm or so is great, but there are no *fast* primes in that range. I define fast as f/1.8 or faster. f/2.8 is not really fast enough for your purposes.
Even on 35mm format, there are relatively few good choices, though the Sigma 20/1.8 does fit the bill within your budget. I don't really think I'd want to see the results of that lens shot wide open on full frame though. Bear in mind, I'm pretty critical of lens quality. What I use for this purpose is the Canon 24/1.4, which is very fast, very good, and wide enough on 35mm, but fails both your budget constraints (by a long shot) and really isn't wide enough.
All in all, the 20/1.8, though not truly w-i-d-e on your camera, may be your best bet.
