If you checked the past threads over the past months the resounding is answer is "hell no".
Other methods apparently exist to get the same effect in basic, but it looks like a lot of hard work.
And its illegal since i think it uses bledning methods other than normal.

depends, did you do it in an adjustment layer?
if you can figure out how to apply the curves without making an adjustment layer, you can do it.

well if i can do a similar effect using just curves that would be okay wouldn't it?

You can use adjustment layers in basic as long as normal blending is used so I don't know what you are getting at there.
Still the fact remains that the Urban Acid action itself uses non-normal blending modes and is therefore illegal. You can get the Cross-Processing effect in basic though, a la: .
My advice would be to apply the urban acid action to a different image to your compo one, and copy the curves layer into your competition image, ensuring you change blending mode to normal. That should give you a good start which you can build on without too much work.

That's kind of why I said "without layers", that pretty much guarantees that you don't screw up the blending. Harder to control yes, but no question of legality.
