I am wondering if the slave mode on the 430EX has to have a 430EX or 580EX to trigger the flash in slave mode, or can the on-camera flash on the 350D trigger it. If so, what settings? (There's like a Channel Setting (1-4) and Slave Setting (A-C)

You need a 550EX, 580EX, or ST-E2 in order to fire the 430EX.

No, not with the on-camera flash. Only the 550EX, 580EX or ST-E2 can be the master unit. The 430EX is like the 420EX in that it can only be used as a slave, not a master unit.

You can get remote flash thingies that see the flash, and make the external flash, flash. I forgot what these are, but they are out there. I know they are not very reliable, but they work. Some people use them with point and shoots. I personally use PocketWizards, so i don't really deal with this. I will keep my eyes out for you, but i know for sure this is out there! So, there is still hope!

or you can go this route:
4-CH Wireless Slave Strobe Flash Trigger 2xReceiver=223

that is, if you want to spend some money for some wireless triggers, these i would recommend second to only PocketWizards (Which i use).
