My wife, daughter, and I discussed this in some length after they got back from cheerleading, and we looked up some interesting stats on schools in general, this Portland school and my daughter's school in particular.
This school has about 450 kids, a 1:9 teacher:student ratio, and spends almost $12K per year on a child's education.
My kid's school has about 550 kids, a 1:13 teacher:student ratio, and spends about $8800 per year on a child's education.
Both there in Maine, and here in Pennsylvania, it seems that the average amount spent on child's education per year is around $10K.
So the Portland school is ABOVE the average by almost 20%.
Our school, 97% white; the Portland school 67% white; our school, 7% qualify for lunch subsidy, the Portland school 61%.....our school is absolutely 100% rural, the Portland school......is not.
There are issues here with worrying about isolated instances of kids being sexually active, violence, and there are drugs to a certain degree, but all in all, our school is in pretty good shape 'cause the parents are quite active and involved.
And from what I've seen, the problem kids come from problem homes.
It's very rare that there are problems that the students, parents, teachers, and the administration aren't involved in and solving completely without having to involve the police, the school board, or the media.
We actually had an issue with our daughter being sort of attacked, and it was dealt with quite well, and it was all handled intelligently, to everyone's satisfaction, and my daughter is neither fearful, nor was she turned into a pariah because of the incident.
And the incident was a direct result of bad parenting, plain and simple.
Things happen, they always will, and IMO the fact that this school is doing what it can, regardless of whether or not toes are getting stepped on certainly indicates to me that some serious work is being done to try to compensate for things that appear to be lacking in these particular children's lives.
I wish them luck, and I'm grateful that my 12 year old is where she is.

LOL!!! well, I was hoping that you'd both come back on center.
This is turning into a fascinating story now that I've found out a little more.
My wife rummaged around and found out a fair amount about the breakdown of demographics in this scenario.

I guess my thoughts are this:
First of all its the schools job to educate children. Give them the information, not shield them. Yes, not having sex is the best all around answer, and give them the answers why. (Heck any reading on the HPV virus alone would work.) No birth control is 100% effective in preventing pregnancy, or transfer of STDs. But if they do choose to have sex there are options. This really does turn into a society problem and has been one for a long time. Homeschooled or private school, religious preferences, don't matter. Give them all the facts to make the right decision, and hopefully they will. More information the better..
