someone said they have a old model 70-200 non IS f/2.8 canon lens. What would be the difference between that and the new model?

I don't know.

There is an EF mount 80-200 f2.8L that is referred to as the "Magic Drainpipe" because it's so sharp. Could that be it? You'll know if you see it because it's black, not white like the newer 70-200 L's

so which one is the better lens then?

the newer lens is better in a lot of ways.

sharpness difference is minimal
you get the new faster focusing system (and FTMF iirc)
you can use the canon teleconverters
it's newer, and canon will still repair it

If you want to know exactly how old the lens is use this very handy table to help

The 70-200mm f/2.8, one of the great Canon zoom lenses, was originally sold without IS; the IS was added some years into the production of the lens. Some people think IS results in less precision of optics (they have to MOVE in an IS lens) but others think this is of negligible concern.

In any event, if it's the non-IS version of the white f/2.8 lens, and it's a good price, then go for it; it's a great lens. Unless you feel you will actively benefit from IS; I am a tripod guy, almost never shoot the teles hand-held, so I don't care myself.

There's a comparison of the IS and Non-IS versions on Luminous Landscape, on which I based my decision to buy the non-IS - which in the meantime has turned out a bad decision as my style of shooting and my priorities have changed.
