Can anyone or does anyone identify or know what is diseasing this rhododenron? is it a rust of some sort- spores from another plant?

mine have been similar - i put it down to chlorosis due to lawn sparay of tap water drifitng on to them, i moved them - it cleared up - have they had any soft water on them at all ?

looks like white spot, a fungus to me. I get them on my roses in wet years.
