I wanted to know how use shadows like this....like what kind of light setup would give me an effect like this

Main light from right 30 degrees, fill light from front, much weaker, separate light for background, basically.

But would you be taking this pic in a room that is completely dark besides the strobes or in a standard lit room?

I don't see your example... maybe i am blind? I would like to help you, but i have no idea what "this" means without an example. Strange?
