Wouldnt matter DPC is EST and thats the time that matters... dont ya know DPC photographers set their clocks to (GMT -5:00)DPC Time |

I think the rule says, your picture should be taken after the challenge be announced.

And for seven hours here. But if I had taken a shot and posted it at midnight my time it would not be valid for this challenge.

So anyone outside the us has less time at the start but more at the end? so If I submited a photo taken on the morning of the 1st of september in the aug best of that would be OK? |

You have from The first of the month starting est to the end of the month ending est. You have just as much daylight to burn. Its always been this way as far as i know.
It was still august in virginia (dpc sevrer location) when you took it.

No, everyone has the exact same amount of time, no matter where they are located. The time goes by server time at DPC. (look at the bottom of any DPC page) When the server time says midnight, that is when it starts/ends. |

That´s 100% correct. When you upload, you'll need to put 31 August as the photo date though (on the date field that you fill in, that is). If you put 1 September, the server will tell you it's outside the dates.
Likewise, if you submit a shot that you took at 1:00 AM (your time) this morning, it would be disqualified as being taken outside the challenge time frame.
When determining if a photo was taken in the valid dates, we'll look at the EXIF time stamp and adjust for the difference between your local timezone and DPC. If that adjusted time is within the challenge period, you're ok. If it isn't, you're not.
