Where in the Help does it say "Opt for Web Graphics" will convert your image to 216 colors? LOL. 216 colors would look like crap. I think the color difference between what you see in PSE and on the Web has to do with the ICC Profile you are using. I'm having this very problem but haven't investigated any further. In fact the "problem" I'm having has actually helped me for my entry in the "Past" challenge (no edits allowed) because it made my picture look like I used Levels a little. :)

Try using "Save As" and then unchecking the "Use sRBG... profile" before you save the pic. I think this may help but haven't tried it yet.

Most people don't have 8-bit video cards anymore so the web-safe colors are a fading trend.

"Web safe colors" means the pallete of 216 colors used in an old version of Netscape Navigator that has become a de-facto standard for compatible color on web pages. If you have a website with only a few colors, you use the web-safe pallete to choose colors that older browsers running on 8-bit displays don't approximate your colors with the nearest-available, or worse, obnoxious dithering.

You can convert your photos to 216-color web safe pallete if you want to see how Netscape Navigator 3.0 on a 386 running Windows 3.11 for Workgroups shows them. Best to save in a 24-bit format for the modernized masses and let the older computers automatically dither your masterpiece into a glorified Rubix Cube and be none-the-wiser.

As for why PSE show photos differently than any other programs, it's probably because PSE color-manages all its windows using the profile for your photo (probably sRGB) and the profile for your monitor (probably supplied by your vendor, or maybe you calibrated it) while other programs may not do any color management.
