does lightroom have a feature that will allow you to catalog media that is offline? by that, i mean can i put photos onto DVD but still see their details (and possibly a thumbnail) in my main lightroom catalog?

Yes. As far as I've noticed. You'll just see a question mark indicating that the file is missing.
When you want to locate the file its just a matter of selecting 'locate missing files' when right clicking on the folder from the catalogue.
I think all you might need to do is keep the same folder structure on the DVD. Not sure of that though.
