is there a program that changes the size of your images and saves them as a copy.
for use on the web?
eg 3mb to 300kb
ino photoshop does it but it takes ages

Batch process them with PS. You can do zillions at once. :)

You can get smaller filesize with either more compression (lower JPEG quality), or smaller image size.
cam2pc has a batch mode where you can specify things like: JPEG quality, resulting image size, and add a _sm suffix.
ImageMagick is a command-line tool that can do this also:
convert -resize 640x640 -quality 90 infile.jpg outfile.jpg

Edit: Agree with Cindi - whatever tool you use, look for a "batch mode", where it processes many files at once.
For images on the web, you typically want to makes images smaller and more compressed. DPC's guidelines of 640px max and 150kb are decent if you have a gallery of images. For little images and buttons and things, you want them very small so they load fast - on the order of 50kb or less.
