Yep, water cases on normal cameras is the usual kit. Canon probably have one to fit the 400D, but it will be expensive. There are 3rd party ones that can fit different cameras. If you are good at making stuff, you can also make your own, and I've seen a few online instructions, but you want to be pretty comfortable with it all, and have plenty of time to get it right, and test it lots.
As for condoms, remember they are only 99% effective, so you can take 100 photos before you get pregnant.
Another trick is to put a dissolvable asprin or something in the bottom of the bag. Then if water gets in, it hits the asprin, which fizzes, and inflates the bag and the air stops further water from coming in. And you also notice it, so you go back to shore and fix it. I don't know if there's a risk of popping the bag from the pressure, because then you'll really be pregnant, which kind of defeats the whole purpose. So, don't do the asprin thing on my advice alone.
The only other hint I've seen is to dry the inside of the case, and check and regrease the seals every time you use the case. If there's dirt in the seals, it will leak.
