Since I am such a novice...I don't know much about making comments on photographs that would be helpful to the photographer. I just know what I like and do make comments on photos when I find them striking or interesting.
When voting on challenge photo's, are people expecting technical critique or are any comments acceptable?

first off, welcome to the site, i hope you enjoy the site. and in answer to your question, pretty much any comments are welcome, of course technical critique is nice, but most people just leave small technical critique, such as: good composition, exposure, and stuff like that, but really all comments are welcome and i hope you enjoy the site.

I appreciate comments on any of my photos even if they are negative ... IF they are specific ... I don't like the lighting in this ... the subject does not interest me ... something about the darkness in the bottom left hand corner bothers me ...
It is all information for the photographer ... if ONE person says something about that others may say ... I agree with so and so ... there is something funny about this or that ...
For ME all comments are welcome but a comment like "That photo is crap!!" could be a little more helpful if details as to why you thought so were supplied.
