Is this type of cut out border (look at her legs) allowed in Basic. I'd assume not, but thought I'd ask.
Also, is the border being away from the very edge of the photo like this allowed in Basic?

I think you assumed correctly.
ETA: Actually don't go by me. There's been some wacky calls on borders in the past so who knows.

My guess would be no. If her legs didn't overlap, then I'd say yes. ;~D

Thanks, I was pretty sure that'd be the case, since I either have to mask or erase part of the border.
